E-8297 is Bane, she has been banished from this society, to repay her debt for the crmes she has committed.
She has voluntarily entered the Banishment Program in order, she hopes, to reduce the sentence she serves.
Becoming Bane means that she is no longer part of the world that surrounds her, she is encased in a living latex skin which protects her but also imprisons her. She wears a helmet of steel which closes her off completely from the outside world, implanted in her brain is a Custodian. This is a device which serves to keep her from re-offending whilst in her personal prison, it conditions her behaviour and punishes her accordingly should she break any of the basic rules.
